Governors Committees

The Governing Body are responsible for:

  1. Ensuring clarity of vision, ethos, and strategic direction;
  2. Holding executive leaders to account for the educational performance of the organisation and its pupils, and the effective and efficient performance management of staff; and
  3. Overseeing the financial performance of the organisation and making sure its money is well spent.

Governing Body members take a lead in the monitoring and review of their assigned areas of responsibility and report back to the Board.

The Full Governing Body meets twice a term.

Finance Committee

  • Establish a three-year budget plan that aligns with the priorities of the School Development Plan and recommend this to the full governing body.
  • Draft and adopt a detailed annual budget plan which includes revenue and capital expenditure ensuring it considers the agreed priorities of the School Development Plan.
  • Consider and approve recommendations relating to the schools premises.
  • Monitor the income and expenditure throughout the year of all delegated and devolved funds against the annual budget plan.
  • Recommend and evaluate the allocation of pupil premium funding and associated outcomes.
  • Review the rates charged for the letting of the schools.
  • Oversee the effective financial management of the schools through the School Financial Value Statement (SFVS)
  • Review, on an annual basis, the schools’ financial procedures relating to assets and disposals.
  • Review and maintain the schools’ policies for budget management, procurement and assets and disposals.
  • Approve expenditure requests as necessary.
  • Approve action where expenditure varies significantly from the annual budget.

Pay Committee

  • Annually determines salary progression for eligible teaching staff, following recommendation by the Headteacher
  • Annually determines salary progression for the Headteacher, where eligible, following recommendation by the Headteacher Performance Management Committee
  • Deals with any request from a governor or the school leadership team to review leadership pay ranges and report any recommendations back to the Committee responsible for staffing matters who in turn will make recommendations for any changes to the full governing body, where appropriate
  • Receives a summary report from the Headteacher on support staff pay determinations.

Headteacher’s Performance Management Panel

  • Establishes the Headteacher’s objectives for the academic year with the support of an external adviser appointed by the Governing Board.
  • Monitors progress towards those objectives throughout the year.
  • Arranges the review of performance for the previous academic year with the support of an external adviser appointed by the Governing Board.
  • Reports to the Governing Board when the review and objective setting meeting has taken place and advise on whether or not all objectives have been met.
  • Makes recommendations to the Pay Committee in respect of performance related salary increases for the Headteacher based on the review.
  • Reviews these Terms of Reference annually and take to the full Governing Board for approval.

Pupils’ safety and wellbeing is a fundamental issue for all governors to be aware of so is covered on every agenda of the Full Governing Body meetings.
